Offshore Duluth to Bayfield Race - Sailing Instructions

The Duluth Yacht Club (DYC) will sponsor Offshore Races as listed in the 2019 Race Schedule as published in the Leading Edge, and online at the DYC website at:  Sailing Instructions are published in the Leading Edge and on the DYC website.


1.1 Racing will be governed by the 2017-2020 Racing Rules of Sailing (RRS), including the US Sailing Prescriptions, and these Sailing Instructions or as announced on VHF 72 and/or posted on the DYC website. The race committee is not obligated to post changes to notices on the website.

1.2 Rule 40, PERSONAL FLOTATION DEVICES is changed by adding: Each crew member on board is required to wear a PFD for the start and finish of each race.  Failure to comply with these requirements will result in the yacht scoring a DSQ for that race.

1.3 Rule 52 MANUAL POWER is changed to add:  Boats may use electronic auto-pilots.

1.4 APPENDIX A, SCORING will be changed so that boats that DNS, DNF, or DSQ will be scored one (1) plus the number of finishers. The number of discards will be determined by the Race Committee. 


2.1 Notice to competitors will be posted on the Official Notice Board at the DKC website at  or announced on VHF Channel 72.


3.1 This Offshore Series Race from Duluth to Bayfield will be a line start. The warning signal accompanied by display of a Green flag will be at 0955. The start will be at 1000.


4.1 Classes will be determined and posted on the Official Notice Board at the DYC website prior to, and announced at, the obligatory skippers meeting scheduled on Wednesday, June 26, 2019 at the Duluth Yacht Club tent at the conclusion of Wednesday night racing.


5.1 The race area is the western end of Lake Superior.

5.2 The starting area will be outside the Duluth channel entry.

The starting line is between an orange flag at the end of the South Pier of the Duluth Harbor entry, and the DKC positioned “G” mark heading in an easterly direction.

7.1 The class will use PHRF as adopted by the Duluth Yacht Club Rating Committee.

7.2 Yachts participating in the Lake Superior Yachting Association (LSYA) series are required to have a Lake Michigan PHRF certificate.

7.3 Provisional Ratings - Provisional ratings will be assigned to yachts racing that have not been previously assigned a rating by the Duluth Yacht Club Rating Committee.

7.4 Boats choosing to race with the Jib and Main only, will be assigned an adjusted PHRF by the race committee.

7.5 Boats may appeal their rating by writing to the Chairperson of the Rating Committee outlining the basis for the appeal.


8.1 While racing all yachts shall carry life-saving equipment conforming to government regulations that apply in the racing area. Failure to do so will result in the yacht scoring a DSQ. DYC strongly recommends compliance with US Sailing requirements as listed in the US Safety Equipment Requirements (USSER) document under the “US Coastal Category”.

8.2 Yachts participating in the Lake Superior Yachting Association (LSYA) series are required to meet LSYA minimum equipment requirements.


9.1 The races will be started using Rule 26.

9.2 The starting linemay be a line between an orange flag at the end of the South Pier of the Duluth Harbor entry, and the DKC positioned “G” mark heading in an easterly direction.


10.1 Race abandonment will be communicated by the race coordinator on VHF 72.

10.2 Schedule permitting, an abandoned race may be re-sailed at a later time and/or date.


11.1 All competitors should record their finish place and time and the boats around them.


12.1 There is no time limit for this race.


13.1 A yacht that retires from the race is asked to notify the race coordinator before leaving the race area by VHF 72 or hailing. If that is impossible or impracticable, then immediately after arriving ashore, the competitor shall notify a Race Committee representative.


14.1 The protesting boat is required to notify the race committee that a protest will be filed. 

14.2 Protests shall be written on RRS protest forms available in the DYC Leading Edge or on the DYC Website. Lacking a proper protest form, a protesting boat shall provide in writing the information required under RRS 61.2.

14.3 Time Limit - The time limit for filing protests shall be 24 hours after the finish time of the protesting boat. Protest must be submitted directly to the Race Committee Chairman, the Protest Committee Chairman, or electronically via email to This email address is being protected from spambots. 14.4 Any protest found to be valid or not withdrawn shall have a protest hearing by the protest committee.  The protest hearing will be scheduled as soon as possible at time acceptable to the parties involved.


15.1 The scoring system will follow Appendix A of the RRS, but scoring will be changed so that boats that DNS, DNF, or DSQ will be scored one (1) plus the number of finishers. The number of discards will be determined by the Race Committee.

15.2 All competitors are required to have paid their series race fees prior to start of the series in order to be scored in that series.


16.1 Prizes will be awarded which shall not violate the amateur standards of the US Sailing Association or the US Olympic Committee.



The Duluth Yacht Club and/or DYC Race Committee, its members or any other committee shall not be liable for any injury or damage whatsoever to persons or property whether caused by or resulting from their act, omission or alleged negligence, or from weather or sea conditions, hazards of any kind, defects or failure of yachts to be seaworthy in hull, rigging or gear, or any acts, omissions or alleged negligence of other participants which may occur during or arising out of or in connection with any race, regatta, event, cruise, spectacle or any activity sponsored or aided in whole or in part by the Duluth Yacht Club.

Notice is hereby given to all participants (including crew, spectators, officials and others) that they participate in any activity solely at their own risk. Skippers of participating yachts are required to apprise all crew members of this Limitation of Liability as a Condition of Entry.


Any boat emitting foul language loud enough to be heard by another person, regardless at whom the foul language was directed, shall be subject to protest, and possible penalties. Any boat may protest another boat from which it heard foul language. On the first offense the penalty is a warning except when the incident is considered by the protest committee to be egregious.

Egregious incidence will be heard under RRS #2 or #69 with all penalties available. Upon a second offense the committee may rule a 20% penalty (minimum of 2 places). If the second incident is deemed serious, the committee may rule a DSQ. Repeated incidents may be judged to be a gross breach of good manners and sportsmanship under RRS 69. When a boat declines to attend the hearing, the incident shall be considered to infringe RRS #2.
